This guide is produced by the FSN Network M&E Task Force to help develop a standard scope of work (SOW) for the midterm evaluation of USAID/ Office of Food for Peace supported Title II development food assistance programs. A midterm evaluation is a requirement for all Title II development food assistance programs which must be carried out by the program awardee approximately halfway through the life of a program award. This guide offers an outline of the scope of work and indicative content including methodology, composition of the evaluation team, examples of key evaluation questions, and timeline.
