This report is a comprehensive review of the U.S. Agency for International Development Office of Food for Peace (USAID/FFP) Title II development food aid program from FY 2003 to FY 2009. The report focuses on the areas of agriculture and natural resource management; infrastructure; maternal and child health and nutrition; water, sanitation, and hygiene; HIV; and Title II program management. Overall, the results of the FAFSA-2 analysis indicate that Title II development programs can reduce undernutrition in young children, improve a number of important maternal and child health and nutrition outcomes, and increase household access to income and food. Most importantly, many children are alive and have been spared ill health and lifelong disabilities thanks to Title II. The FAFSA-2 identifies approaches and practices that are more likely to contribute to positive food security impacts, examples of approaches and practices that have not worked well, and recommendations for future programs. A summary report is also available, which provides a synopsis of the findings and recommendations that are expanded on in the full report.

A MenCare Fathers' Group Manual for Sri Lanka

This manual contains tested group education modules intended for fathers and their partners, most often spouses, in the plantation region (or tea estates). The purpose of this manual is to promote gender equality within the home and children’s healthy development and overall well-being. This tool by no means looks at every single dimension of fatherhood, gender equality, and family well-being, but rather offers a series of tested activities and group discussions that provide a strong foundation for addressing and transforming norms within families, communities, and masculinity.

Preventing Gender-based Violence, Building Livelihoods: Guidance and Tools for Improved Programming

This report, published by the Women's Refugee Commission, provides guidance and tools to help practitioners design safe economic programs for displaced women. The guidance is based on WRC's experience training approximately 200 practitioners in six countries on designing economic interventions as a tool of GBV prevention, site visits to refugee camps in Kenya and Ethiopia and desk research.

In addition, the WRC has developed an  e-learning tool to help practitioners, policy makers and donors in the field and at headquarters gain a better understanding of how to mitigate the risk of GBV through safe and effective livelihood interventions.

This paper reviews existing microeconomic empirical literature on gender differences in use, access, and adoption of non-land agricultural inputs in developing countries. This review focuses on four key areas: (1) technological resources, (2) natural resources, (3) human resources, and (4) social and political capital. In general, there has been more empirical research on inorganic fertilizer, seed varieties, extension services, and group membership than on tools and mechanization, life-cycle effects, and political participation. Across input areas, generally men have higher input measures than women; however, this finding is often sensitive to the use of models that control for other background factors, as well as the type of gender indicator implemented in the analysis.

Eliminating gender-based violence (GBV) has long been a goal of the United States with USAID addressing GBV for nearly two decades. The equal participation of women in the political, economic and social spheres of societies across the world is a key ingredient for democratic development. Unless women fully enjoy their human rights, to which freedom from violence is inextricably bound, progress toward development will continue to fall short. Promoting women's rights and reducing gender-based violence are necessary to increase the effectiveness of development globally. Gender-based violence is manifested in many of the areas in which USAID works, cutting across both development and humanitarian assistance objectives.
