Second Food Aid and Food Security Assessment (FAFSA-2)

This report is a comprehensive review of the U.S. Agency for International Development Office of Food for Peace (USAID/FFP) Title II development food aid program from FY 2003 to FY 2009. The report focuses on the areas of agriculture and natural resource management; infrastructure; maternal and child health and nutrition; water, sanitation, and hygiene; HIV; and Title II program management. Overall, the results of the FAFSA-2 analysis indicate that Title II development programs can reduce undernutrition in young children, improve a number of important maternal and child health and nutrition outcomes, and increase household access to income and food. Most importantly, many children are alive and have been spared ill health and lifelong disabilities thanks to Title II. The FAFSA-2 identifies approaches and practices that are more likely to contribute to positive food security impacts, examples of approaches and practices that have not worked well, and recommendations for future programs. A summary report is also available, which provides a synopsis of the findings and recommendations that are expanded on in the full report.

Leveraging Municipal Government Support for Agricultural Value Chains in Nicaragua

This resource, from Catholic Relief Services (CRS), outlines their 4-phase strategy for creating a value-chain-friendly environment. Until recently, municipal governments in Nicaragua had not considered agricultural development to be part of their institutional mandate, making it difficult for small producers to competitively engage in agricultural value chains. CRS and its partners created the Alliance to Create Opportunities for Rural Development through Agroenterprise Relationships (ACORDAR) project in 2007. Since then, ACORDAR has helped more than 3,000 Nicaraguan farmers achieve a 98 percent increase in sales and a 117 percent increase in net income.

Integrating Very Poor Producers into Value Chains Field Guide

This guide provides the field-level practitioner with tools and applications to reach very poor households. The intended outcome of the resource is to have greater market engagement for very poor households through enterprise development activities.

The guide focuses on allowing practitioners to more effectively reach the very poor, defined as those persons in the bottom half of the population below the nationally defined poverty line or those living on less than the purchasing power parity equivalent of $1 per day.

Value chain development methodologies have been used widely in enterprise and market development. Donors such as USAID, the Bill & Melinda Gates Foundation, DFID, GIZ and AusAID have supported this work. For development organisations, value chain development tools have been helpful, but many of the tools have not been specifically designed to support or benefit very poor producers.

This manual was developed to serve as the basis for JIFSAN and other training programs for GAP and GMP of fresh fruits and vegetables. It provides uniform, broadbased scientific and practical information in a Train-the-Trainer approach. Although the primary user of this manual is the JIFSAN training team, the intent is that there will be many secondary users that would include managers of production and handling operations, Extension workers, and anyone else who has the responsibility of conducting food safety training for fresh fruits and vegetables. Thus the first objective of the manual is to provide a teaching tool that serves as the foundation for JIFSAN to train trainers in countries that export foods to the U.S and the second objective is to provide a resource that assists these newly trained trainers with developing and conducting their own courses. The scope of information provided in this manual is international. The principles of safe production and handling presented herein will apply uniformly throughout the world, including areas within the U.S. It addresses microbiological, chemical and physical hazards that exist everywhere and offers the best available information for controlling these hazards. This training manual focuses on risk reduction, not risk elimination. Current technologies cannot eliminate all potential food safety risks associated with the consumption of raw produce. Instructors and trainees should work together during the course to identify risks and practical management strategies for reducing those risks.
