This Occasional Paper briefly reveiws Title II Awardees' experiences with operationalizing trigger indicators (TIs) and early warning and response (EWR) systems to date [as of late 2007]; outlines key characteristics of EWR systems and TIs within FFP's development food aid programming context; and provides suggestions on how Title II Awardees can operationalize FFP guidance on TIs and EWR.
