Global WASH Cluster guidance on Market Based Programming (MBP) in humanitarian WASH assistance

This guidance is the final result of the work of the Global WASH Cluster Technical Working Group for WASH and Market Based Programming.  The purpose of this document is to provide practical guidance in preparedness, assessment, program design, implementation and monitoring related to Market-Based Programming (MBP) in humanitarian WASH assistance, and more specifically on:

  • How to identify linkages between markets and WASH services & goods;
  • How market based programming can complement and improve WASH programming;
  • How to conduct a WASH market assessment;
  • The key implementation steps & considerations for WASH Market-Based Programming;
  • How Cash & Voucher Assistance (CVA) can be integrated in Market-Based Programming;
  • The key existing documents, tools and resources for further information

Building evidence to inform the effective use of cash and voucher assistance in emergency sanitation and hygiene programming (Save the Children and ODI/Authors Miriam Denis Le Seve & Nathaniel Mason ODI)

An analysis of five case studies of utilisation of cash/voucher assistance are presented and analysed in the attempt of building evidence on their utilisation in emergency WASH Sanitation and HP programming. Findings and recommendations are provided on coordination, situation and response analysis, program design, implementation, monitoring and evaluation.
