In spite of considerable government investments in water services provision in rural South Africa, service levels are declining. This research report describes step-wise participatory planning, design and construction processes at community-level as a socio-technical facilitator providing technical and institutional support. Evidence is compiled of the change processes at community, district, provincial and national levels.
