Protecting Development Gains: The Crisis Modifier in Mercy Corps’ Ethiopia Programs
Crisis Modifiers (CMs) are funding mechanisms employed within development programs implemented in areas vulnerable to shocks. This paper discusses the successful use of Crisis Modifier in Mercy Corps' PRIME program, explains how the Resilience in Pastoral Areas (RIPA) program has responded to shocks in the absence of a crisis modifier approval and describes the potential benefits of activating the crisis modifier moving forward.
