This USAID Bureau for Humanitarian Assistance (BHA) Theory of Change Guidance for Resilience Food Security Activities (RFSA) describes key requirements for BHA RFSA applicants and awardees. This guidance reflects BHA’s approach to RFSA design and implementation called “Refine and Implement” (R&I), which enables recipients and USAID to focus on formative research and/or analysis in the first phase of an activity life cycle, then further refine the technical approach(es) that will be carried out in the second phase of the activity life cycle.
