Strengthening Water, Sanitation, and Hygiene Systems: Concepts, Examples, and Experiences

The objective of this paper is to describe the concepts and framework Agenda for Change members (Members) use for analyzing systems and expand how they use these tools in specific contexts to identify potential entry points to influence and strengthen systems. Furthermore, it aims to provide practical examples of systems strengthening efforts in different contexts and discuss the journeys that Members have gone through in progressively embracing systems strengthening approaches. In that light, the aim of the paper is not to prescribe a single way to assess or strengthen water, sanitation, and hygiene systems, but rather to document the approaches and experiences of Members.
