Conducting a Formative Process Evaluation on Bureau for Humanitarian Assistance Activities, A Practical Resource

This resource provides detailed information on how to plan, conduct, and present findings from a formative evaluation of BHA-funded resilience food security activities. The document describes an approach that has been developed and refined over the last 16 years in the context of 26 evaluations, including 17 mid-term or final evaluations conducted on long-term development activities. It can provide planning information for mid-term evaluations of activities or for other evaluative efforts focused on improving programming to best serve activity participants. This tool is intended for implementing partners and BHA staff who are responsible for organizing and implementing mid-term formative process evaluations of BHA-funded activities.
