Whave Solutions, working with the Government of Uganda, developed and tested a governance framework for maintenance of rural water points centered on public-private partnerships (PPP) between service providers and local district governments. This aims to greatly improve water point functionality and sustainability. This report describes the Whave model, focusing on ten critical factors for sustaining functionality.
