This report evaluates IDEAL's stakeholder consultation on Theories of Change (TOCs) in Resilience Food Security Activities, held in March 2022. The stakeholder consultation aimed to provide space for BHA and implementing partners to engage with each other on the strengths and challenges of using TOCs in implementation. It also provided a forum to work together toward recommendations that may improve the overall effectiveness of using the TOC as an adaptive management tool throughout the RFSA program cycle.
