The primary aim is to guide humanitarian assistance in seeking opportunities to not only save lives but also reduce vulnerability, laying the groundwork for longer-term development. Simultaneously, it encourages development assistance to engage in longer-time programming in chronically vulnerable communities and exhibit flexibility in higher-risk areas to build resilience and foster inclusive growth.
