This research highlights the impact of investment by national governments and local administrations in social protection, early warning systems, and the role of community members and local organizations in taking anticipatory action. It also shows that governments and international actors are still responding to the impacts of the drought, instead of managing the risk ahead of the drought, and are struggling to take action at sufficient scale in response to early warning information. The report examines the changes in the humanitarian aid system since 2011, and finds that despite an improved response to the 2017 East Africa drought when widespread famine was averted, the national and global responses have largely remained too slow and too limited to prevent a repeat today.
