In crisis-affected countries, additional considerations are necessary when preparing or revising the United Nations Sustainable Development Cooperation Framework, especially in contexts with ongoing large-scale humanitarian activities or the presence of United Nations peacekeeping operations or political missions. Fundamental changes to peace, human rights, or humanitarian situations should trigger a revision of the CCA and adjustments of the Cooperation Framework, including by taking into consideration ways in which the work on sustainable development can be leveraged to respond to the crisis, and prevent escalation and relapse. This guidance consists of four main parts: 1) establishing a shared understanding through joint analysis (CCA phase), 2) developing coherent strategic planning with collective outcomes (Cooperation Framework design phase), 3) implementing joint programming for vulnerability and conflict sensitivity, and 4) ensuring improved funding and more cohesive financing.
