Partnership Defined Quality is a methodology to improve the quality and accessibility of services with community involvement in defining, implementing, and monitoring the quality improvement process. Partnership Defined Quality (PDQ) links quality assessment and improvement with community mobilization. While it began by addressing health services, it has subsequently been adapted to other sectors such as education.
This manual offers tools that can be used by project managers, health service managers, school administrators or facilitating agencies. It can also be used by health workers, teachers, or community advocates, who would like to work to make a difference in the quality of services available in their area.The tools in this manual can help the users to plan programs that will mobilize both service providers, and communities to work toward better service quality and availability.
2. Partnership Defined Quality Facilitation Guide
This facilitation guide is designed as a training supplement for Partnership Defined Quality: A Tool Book for Community and Health Provider Collaboration for Quality Improvement. The guide will enable the facilitator to conduct a PDQ training that will enhance the participants’ understanding of when and how PDQ can be used to strengthen quality and access, and equip them with the skills necessary to adapt and implement PDQ in their programs.
3. Partnership Defined Quality Monitoring and Evaluation Toolkit
The Partnership Defined Quality Monitoring and Evaluation Toolkit provides a set of tools including supervisory checklists, mapping tools and an exit interview to support the implementation of PDQ. These tools have been developed by various country‐based programs to document changes in quality at the community level. They are provided here as a re sources to supplement Partnership Defined Quality: A Tool Book for Community and Health Provider Collaboration for Quality Improvement and the Partnership Defined Quality Facilitation Guide. We hope that this toolkit will enable practitioners to better plan, design, implement, and evaluate their PDQ programs. Please use these tools and adapt them as needed.
