A New Approach to Labor Market Assessments - Brief: Insights from Systems Labor Market Assessments in Zimbabwe and Haiti

This brief examines a methodology critical in designing employment interventions aimed at achieving systemic change: Systems Labor Market Assessments (SLMAs). Between October 2021 and March 2022, the USAID/BHA-funded Implementer-Led Design, Evidence, Analysis and Learning (IDEAL) activity contracted DevLearn to pilot the SLMA methodology in Haiti and Zimbabwe. This brief details key highlights about the SLMA process in both countries as well as offers insights on future SLMAs and employment programming. This study generated a tremendous amount of learning around job opportunities for vulnerable communities in Haiti and Zimbabwe, and how humanitarian and development implementers can approach employment programing through a new, more systemic lens.
