HDP Coherence Practice Note Series: Lebanon
This practice note highlights how Mercy Corps Lebanon used shock-responsive programming and data-driven adaptive management to promote humanitarian-development-peace (HDP) coherence in response to compounding shocks in 2020–2021. This qualitative learning review draws on Mercy Corps team members’ experience in Lebanon and their use of analysis, programming, and partnerships to make programmatic and operational adjustments during countrywide social and economic deterioration. The review examines how the team modified strategic program models or approaches to respond to shocks and practical lessons for operationalizing these approaches.
